Xaysavang Syndicate – Operational Diversification of International ECN

The Xaysavang Network headed by the Laos businessman Vixay Keosavang came to international attention through the work of journalist, Julian Rademeyer. The abuse of “hunting permits” was identified as a method to bypass restrictions and source rhino horn through trophy shooting. The practice came to the forefront with publicized videos of the hunts and the eventual South African prosecutions of Thai nationals as well as South African farmers and safari operators. The arrests lead to a Laos company, Xaysavang Trading and then ultimately the kingpin, Vixay Keosavang. The location of Vixay in Laos has facilitated the network’s operations. In addition to the rhino hunting scandal, the network has been linked to profitable activities involving various species including international trade in ivory, primates and reptiles. The US government highlighted the prevalence of the international network, with a $1 Million bounty on Vixay and the network.  Note : This chart was using the VisualAnalysis – m2c (Markup to Chart) plug-in – cutting the time taken to create to a third of the time as well as automating the recording of the information sources.
